The Council of the Communications Regulatory Agency (hereinafter: the Agency) held its 46th regular session today and adopted among others, the plan and program of activities for the work of the Council in 2011 together with the following regulations:
The Regulation on the plan of using the 410 - 420 and 420 - 430 MHz radio frequency band for broadband wireless access systems and the Regulation on the Amendments to the Regulation 49/2009 - The Plan of Purpose and the Plan of Usage of the radio frequency band for Bosnia and Herzegovina.
Furthermore, the Agency Council discussed the analysis of the implementation of the Telecommunications Sector Policy and acknowledged that the universal service and number portability services have not been implemented in accordance with the established deadlines. In both cases, the Agency has promptly drawn up the necessary regulations that enable the implementation of the above stated services all with the aim of vindicating the Telecommunications sector in Bosnia and Herzegovina. The Agency thus anticipates for the BiH Council of Ministers to promptly adopt the legislation that will expedite the implementation of the universal service.
Analysing the information on the development process of introducing digital television in BiH, the Council has concluded that apart from certain activities in the process of digitalization launched by the Public Radio and Television Service, the absence of the Corporation is still largely hindering the process. In order to stimulate the process, the Council has concluded that the Agency will initiate a procedure on awarding Multiplex B and C intended for commercial purposes.
Finally, in order to advance the digitalization process, the Agency has drawn up documents as means of technical and expert support, which define the minimum technical requirements for the DVB-T equipment for receiving digital terrestrial signal and which will be submitted to the BiH Council of Ministers.
